Dalai Lama to bless Penpa Tsering’s Sikyong oath

McLEOD GANJ, India, 25 May 2021

Tibetan spiritual leader the Dalai Lama will bless the swearing-in ceremony of Sikyong-elect Penpa Tsering in a virtual appearance, when Tsering takes his oath of office from the Chief Justice of the Tibetan Supreme Justice Commission Sonam Norbu Dagpo, on Thursday, the 27th of this month.

The ceremony will be webcast live on the Facebook page of the Central Tibetan Administration, when the the function will begin at 9:55am at the Justice Commission.

Due to the Corona Curfew imposed in the whole of Himachal Pradesh state, only the outgoing Sikyong Lobsang Sangay and Deputy Speaker Acharya Yeshi Phuntsok have been invited to the ceremony.

Following the Chief Justice offering khata (ceremonial white scarf) and wishing Penpa Tsering, Sangay will hand over the seal of authority Kadham Sishi Deki, which dates back to the 7th Dalai Lama, to new Sikyong Penpa Tsering. Sangay and Acharya will then offer their khatas to Tsering.

This will be followed by the Dalai Lama making a statement online. The Dalai Lama is making his appearance at the request of Penpa Tsering.

The date for administering the oath was decided by the Chief Justice, as it is his discretion to set the date.

As the new Sikyong, Penpa Tsering is expected to make an online inaugural speech from his new office after the official swearing-in ceremony.

In a few days, on the 29th, the 16th Tibetan Parliament-in-exile completes its five-year term. The new members of the 17th Parliament will be administered their oaths by pro tem Speaker Dawa Tsering, as he has served the longest in the Parliament.

Dawa Tsering from McLeod Ganj, a member from U-Tsang province, will take oath from the Chief Justice, and will then proceed to administer oath to the new members of the house. The oaths will be taken on the 30th, and later that day, the House will elect a new Speaker and a Deputy Speaker, both taking their oaths from the Chief Justice.

The new Speaker is then expected to lead a two-day session on 31 May and 1 June, during which Penpa Tsering could propose the ministers of his cabinet. The members will cast secret ballots in approving the ministers.
