Sikyong Lobsang Sangay on Wednesday formed his second Kashag with seven kalons (ministers) to lead the seven departments of the Central Tibetan Administration.
The new 16th Tibetan Parliament-in-Exile approved the Kalons proposed by Sangay in the Parliament during its first session today. The majority of the members voted in favour of Sangay’s proposals during the first day of the first session of the new Parliament.
The seven kalons are Mr Ngodup Tsering, former Education Kalon; Ven Karma Gelek Yuthok, former Secretary of the Kashag Secretariat; Sonam Topgyal Khorlatsang, former Secretary of Home Department; Mr Phagpa Tsering, former Secretary of Department of Security; Mr Karma Yeshi, former member of Tibetan Parliament; Mr Choekyong Wangchuk, former member of Tibetan Parliament; and Ms Dhardon Sharling, an incumbent member of the Parliament.
The new kalons took oath of office before the Chief of the Tibetan Supreme Justice Commission in the afternoon.
Dhardon Sharling polled top in U-Tsang among the ten representatives from U-Tsang province. With Sharling’s appointment as a Kalon, Tenzin Jamyang, who is at number 11 in the elections, will be appointed a member of Parliament according to the Tibetan election rules.
Ngodup Tsering, Karma Gelek Yuthok, Khorlatsang, and Phagpa Tsering are all good ones. But didn’t understand about the remaining three. What are they good at? What have they accomplished?
KY, CW, and DS would be only a good “Yes boss” kalons. LS didn’t have better people and decided on these three at the last minute.
I am only hoping for him to have a meaningful five years.

May I proffer my hearty felicitations to the new Kashang Appointees. It feels auspicious to see one with monk’s garb among the new cabinet; it certainly accentuates our religious cultural heritage.
